This is a major waste to energy scheme in the Green Belt in a sensitive part of Lancashire. The proposals concern a recycling facility (sorting non‑hazardous commercial and municipal waste); an energy plant (using gasification to convert organic waste to thermal energy); a transfer station to bulk up construction and demolition waste and an ecology area incorporating new aquatic and wildfowl habitats.
The Practice assisted the applicants established professional team, in a strategic capacity, to turn around an anticipated refusal of permission. On reviewing the proposals, we advised the removal of the more contentious elements of the scheme which were simply not acceptable under current national or local policy. We then advised on a revised Environmental Impact Assessment and ensured that all statutory consultations were favourably received.
We established a case of “very special circumstances” in the Green Belt and took the case to a successful conclusion.
